Развитие региона через объединение областей

Административно-территориальное деление России должно быть реформировано за счет объединения субъектов, а, следовательно, и сокращения их числа. Этот процесс уже начался, и он имеет объективную природу. Уменьшение числа территориальных образований, как минимум вдвое, сегодня является насущной необходимостью. Это создаст необходимые условия для успешного развития страны в целом.

Вполне закономерно, что вопрос о возможности объединения Тамбовской и Липецкой областей вновь актуален. Свидетельством тому является широкий общественный интерес и активное обсуждение этой проблемы в средствах массовой информации. В интересах населения обеих областей – объединить части, бывшие в прошлом исторически целым.

Аргументы в пользу такого объединения более весомы, чем доводы ее противников. Территории областей практически однородны по природно-климатическим условиям, характеру почв, этническому составу населения, содержанию культурных традиций. Имеющиеся различия в контексте будущего единства также выступают преимуществами. Промышленная база Липецка в сочетании с аграрным потенциалом Тамбовщины сделает регион более привлекательным для инвестиций. Конкурентная борьба управленческих элит за первенство закономерно приведет к вытеснению коррумпированной семейственности и приходу компетентных управленцев, не связанных клановыми интересами. Региональный бизнес, с одной стороны, лишенный административных преференций, а, с другой стороны, получив доступ в сферы, ранее занятые местными князьками, будет иметь более благоприятные условия для своего развития.

Создание нового региона на основе двух областей потребует и создание новой системы управления. Произойдет сокращение численности административного аппарата в целях повышения эффективности его деятельности. Выборы главы региона, при увеличении числа избирателей примерно в два раза, станут основой для ротации руководства, смены местных политических элит. Непопулярные у населения политические долгожители уйдут, а их сменит избранный губернатор с командой профессиональных управленцев, не ангажированных интересами местного лобби.
Можно также предположить, что грамотная и эффективная экономическая политика руководства станет основой для успешного хозяйственного развития региона, что, в свою очередь, приведет к повышению жизненного уровня его жителей. Интеграция потенциала областей позволит достичь качественно нового состояния региона, как одного из условий успешной модернизации страны.

Вновь образованная территория могла бы сохранить свое историческое название – Тамбовская область или называться как Черноземный край. Название это конечно важно, но явно не главное в сути обсуждаемой проблемы. Очевидно одно, наше будущее – в объединении.
